used it before. that's why you can't have the government say, here's what we're going to give you. you have to have a system in place that engages the individual. makes them have a stake in the game. i think it is important that we do have health insurance coverage for everybody but we have to do it in a way that engages the individual so they have some financial interest in the health care that they are consuming. if not we are going to get misallocation of resources over-utilization, and this bill, which is scheduled to cost over $2 trillion the first 10 years it is implemented will be a fraction of that. it will be much more than that. unless we do something to get people involved. it is a group of people in washington led by president obama who believe they are smart enough to tell you everything you need to do and how to do it as opposed to saying, no, we're going to trust individuals. the program i'm advocating is something called you care, which is speaker -- centered around you, not him. >> w
